Mark,
You might be right on that point. I would have seriously wonder about
sending spots but not receiving them. I guess it would be no different than
a guy claiming to be unassisted while all along using packet or being low
power and using an amp but not at 1.5k.

This certainly isn't true in all contests. In many, an unassisted operator
may definitely send spots! Self-spotting is against the rules in many
(most?) contests.
