IIRC, this was done decades ago in the ARRL contest for a couple of years, 
but dropped because of "a lack of interest."

Exactly what that means is probably an interesting question.  A typical 
sponsor reaction would be "No, because it will hurt overall 
participation."  Na data, just conviction.
