In 1984 I submitted the following to the ARRL Contest Advisory Committee:

I propose that multiple, mutually-exclusive entries by a single 
station be permitted in ARRL contests.

For example a station would be permitted to submit separate CW-only, 
Phone-only, and Mixed logs in the ARRL 10-Meter Contest.  The only 
additional restriction beyond current rules would be that multiple 
entries would have to be transparent to other stations in the 
contest.  For instance, a station worked on CW for a CW-only entry 
could not be worked again on CW for a mixed entry because the worked 
station would consider it a dupe.

Other examples include multiple single-band entries in the DX Contest.

Such a scheme would result in more contest activity and encourage 
more log submissions.

After twenty-three years, I still think it is a good idea.  Who wants 
to be the first to win first-place certificates for both 160 meters 
and 10 meters in the same DX Contest?
