Given that contest sponsors require the exact frequency to be recorded -
this seems like a fairy tale, or someone who just has a gripe against
contesters. It would also be easy to prove someone is on 30m, as they have
SDR recordings of the entire contest bands now and would know if someone is
there or not.
Your theory about DXpeditions makes sense. The 3C guys were there and 9U
was on 30 RTTY too (I worked them). They work split and it takes up a good
portion of the band.
