A user is free to name it to anything they want and it does not have to relate
to the contest name or title. POST starts up with the same menu that TR does,
so the summary file name will match the root name used for the log file.
LOG.DAT is used the summmary file will be SUMMARY.DAT. If the log file is
ARRL1002.DAT then the summary will be ARRL1002.SUM.
