What is a quarter wavelength of non-conducting plastic with unknown dielectric constant?

In testing plastics, just make sure the sample is not a quarter wave long at
the microwave oven frequency, or you will have a worst case test for
heating.

A small sample well under resonant lengths is preferred for testing along
with a cup of water. If the water boils and the pvc is not too hot by then,
it is low enough loss for intermittent amateur service.
