At one time you could buy divider chips which used the a 3.5795454 MHz crystal to produce, for example, 1 sec. pulses for a clock. So they could be in a multitude of devices.

The answer is: Many many things that need a crystal oscillator for stability, but don't care too much about what the frequency is, because those particular crystals are manufactured in great quatities for use in consumer video equipment, they are very cheap and plentiful.
