I don't think I'd say "no one;" apparently we're all different.
I used to play Classical Guitar (before a hand injury...) and was
amazed that I simply never could get the hang of talking while I
played; singing was absolutely out of the question. But thousands of
people do it routinely.
My wife can carry a normal conversation while typing 100+ WPM (really)
and I can't even answer a yes-no question without stopping...I type
about 60 WPM.
Apparently some people are dangerous while talking on a cell phone
while driving but I have absolutely no problem with it. It seems to me
like talking to someone in the other seat---doesn't bother me at all. I
haven't done much CW mobile, but what I have was no problem. I can also
drink a cup of coffee while driving without problem. Just don't expect
me to sing and play the guitar...

As much fun as mobile CW might be, I'm not sure I want to be driving
in the
immediate vicinity of anyone actually engaged in a mobile-CW QSO :-)
