Some 240/220 volt (in fact most) have 3 wire cords indeed, but they do not
return load current on the ground wire, ever.
And if there are any lower voltage loads inside a piece of equipment using a three wire 240 VAC power cord, those lower voltage loads derive their supply voltage one way or another from the full 240 volt supply. Only in a four wire system, when there is a neutral wire, and a ground wire, can a 120 volt load connect from one hot lead to neutral.
