Good point, although if a board is really badly oxidized, you may need 
the greater "tooth" of the green pad.  White pads for light oxidation, 
if swabbing the board does not work.

For non masked boards, I have swabbed with Vinegar, followed by a 
distilled water rinse.

The main thing is to try to store unbuilt boards in a low humidity 
environment, free of chemical fumes of any kind, etc.
