Pour most of the concrete with the rebar on the bottom and then 
pull up the rebar about 3 inches.  It won't sink back down.

Or pour all of it with the rebar on the bottom and, using a couple
of scrap-rebar hooks to dip down into the concrete, just catch the 
top of the cage and pull it all up about 3 inches.  It will SLOWLY move
with some force.

Decent concrete should pass a slump test (and not be so watery)
so that the rebar won't sink.  Just make sure that you tie the cage
of rebar together with the appropriate twist tie wires and it will hold
together--allowing the whole thing to be moved upwards.
