While I agree that 9913 is probably not the best choice out there...I
have to say that I had 2 runs of 9913 up for about 3 years.  When I
replaced it with hardline, I cut open the cable in a couple of places
and there was no water inside the cable.

9913 is not bad cable...you just have to be extra careful sealing
connectors & making sure there are no nicks or cuts anywhere to let H2O
in.
