I think Don may have meant that the method only works "on the
time zone meridian" if you take your shadow reading at High Noon
as shown on your local clock. If the crossed-sticks method
described does work then it should work anywhere as long as your
shadow measurement is taken at Solar Noon, which is rarely at
High Noon.
