The meridian is ALWAYS centered. .. but a station location would have to
be exactly on that meridian for noon local time to indicate true north
by shadow ... and what do we do with Daylight Stupid Time?
Tennessee has a 'wiggly' time zone line running through it, with some in
Eastern and some in Central time zone.
