Actually, in looking at TQSL again, it *appears* you
can edit the certificate and insert any location data
you wish.

So, once you get a signed certificate for W9FZ/R, it's
very likely that's all you'll need - you'll just have
to be sure to edit the certificate before sending in a
signed log for each grid you operate from.

Best to contact the LoTW staff and confirm this.
