With regards to #3, the ability to display the transverter frequency
rather than the IF frequency, is a radio-specific feature. Some support
it, some do not. I took a quick glance through the IC-756 PRO user manual
(http://www.icomamerica.com/en/downloads/Default.aspx?Category=25) and
it does not appear that the radio supports it. So, you will see a 28 MHz
frequency on the radio display.
On the Kenwood TS-850, though, you can set the display to a 50, 144,
or 432 MHz frequency, using a 28MHz IF only, but not the other VHF/UHF bands.
The Elecraft K3 is especially configurable, allowing up to 9 user-defined
bands for operation above 50 MHz that can use any K3 band for the IF
frequency (28, 14, 7 MHz, whatever), each with their own power settings,
and display any frequency you want (222, 902, 903, etc.) on the display.
