No.  There should be no addition to generate higher scores by using
digital.  Digital already allows small stations to work where they
previously wouldn't, making the analog stations less competitive.  Allowing
the mixed stations to work locals a second time is simply wrong.

modes and all digital contacts MUST be made on recognized frequencies used
for digital modes ONLY. All the other rules and scoring will remain the
same.

Presently not an issue.  Not allowing them to use that frequency to make
two contacts with the same station makes this a non-issue.  Placing
additional restrictions on analog stations to solve the digital problem is
wrong.
