A driver written for CW keying can solve the problem. It can stop all
interrupts during the critical generation time and in that way it can work.
It is true that a program running a the application level cannot, it has no
privilege to control the hardware.
Most don't but it CAN be done.
On my system Logic does a VERY good job of it.
