John, both are proven operating systems.  Full function and rock stable.
Personally, I'd go with XP solely for the reason that of the two it is the
OS that will be supported by Microsoft the longest.  As long as you're
building a new system from scratch, why not use XP?  Of the two XPs I use
XP/Home simply because my computers are in trusted environments and physical
security is sufficient with only my wife and I having access to them.

Normally, when asked questions like this I would reply to go with the n-1
release of the software for stability reasons.  But XP has proved itself to
me the past year. I've never had a need to reboot XP, other than for program
install reasons.  I leave it booted and powered up 24x7 without problems.  I
could not say that as strongly for my 2K system and regarding windows 98, I
had to reboot that system every few days due to "resource shortage."

Either 2K or XP is good; I'd go with XP, with all the updates applied
(SP1+).
