If the L and R branches have the same L, the desired 
stagger-tuning/broadbanding effect is not achieved.  .  .  In a nutshell, 
a VHF suppressor should have roughly the same amount of VHF current 
passing through each branch;  the intrinsic L of the R should be as low 
as possible;  and the EM fields of the L and the R should be at right 
angles so that they do not like a single inductance.   IOW -- Series-R in 
the suppressor L is a plus.  Series-L in the suppressor R is a minus.
