[AMPS] 70cm with a BIG Tetrode

I have a USAF cavity amp utilizing a GE GL-61046 tetrode that was
designed for 1KW  output in AM linear service at 300MHz. 
All attempts by myself and others to adapt this beast to 222 or 432 MHz
have been unsucessful.
The question is ....what is available as reference material that a tech
can understand to adapt this tube?   Cavity or strip line? 
The tube has a plate dissipation of 2650W and is rated up to
1GHz....roughly the size of a 3CX3000A7 but with an all coaxial base.
Remember it is a tetrode.
