A 3 dB increase is VERY significant. Sometimes its the difference
between breaking a pileup and not breaking a pileup.
The difference between 1 KW and 1.5 KW is much less significant, but
there are still plenty of people who will tell you it can make a
difference.
I've argued many times here about the fact that a better antenna can help
you get out better than just adding more power. So I am not an advocate
of "just crank up to maximum power all the time." However, I do see the
need for that added little umph some times.

I wouldn't say totally unnecessary. Many times when in marginal band
conditions, that extra 3 dB of power can make the difference between
someone hearing you and not hearing you.
It can and does matter.
