Thanks to everyone for their helpful comments in response to my original
post.
We rewired the amp and were able to make 550-575w with 119VAC without
changing the tubes (didn't try new tubes at 208V to see what would
happen).
FYI the 208V was indeed wired for 3-phase -- was probably an outlet for
an old window air conditioner here on the NCSU campus. Getting Physical
Plant to rewire it for 240 would have been near impossible.
