You mean that memorizing the answers to a few questions and regurgitating them at an infinite number of testing sessions doesn't qualify one to work on amplifiers that contain lethal high voltages? Mandatory is a four letter word here in the US. I doubt most newer amateurs even own or know what a Handbook is.
