My all time favorite for checking capacitance has to be the old Eico
Capacitance/Resistance Bridge complete with the green 'eye' tube. We used these
when I was in Vo-Tech many moons ago. I have one I bought at a ham auction
nearly 13 years ago and it still is accurate. Plus, you can take a precision
cap and resolve an unknown capacity against it to determine the value. Plus it
lets you check out the voltage ratings on electrolytics.
The most widely and dependable piece of gear that I have.

The el cheap'o cap meter I bought years ago from
Fuji Svea (remember them Rich..?) resolves well
down to less than 5pf. Import cap meters abound
on Ebay and the Electronics Supply Stores.

Sometimes one might spend a little money to save a
lot of time. Avoids beating the dead horse again.

Real economy and home brew types can find
simple circuits in the handbook which allow one
to measure cap values.
