[Amps] New, 60m band question

The region around 5 MHz is used by the federal government 
in general (FEMA, etc.) and now by various "homeland 
security" operations in particular.  The reason for the 
change from the original 50 KHz segment to five "spot 
frequencies" with a 50 Watt ERP power limitation is to 
protect government operations.
