The Archduke must have been the late OE3AH, Dr. Anton Habsburg [1900 - 1987]

Note that the contact on the QSL is dated 2342Z March 10 1938, the night before
the 'coup d'etat' by Austrian Nazis that became the prelude for the
"Anschluss". It is quite probable that an enthusiast like the Archduke may have
continued to operate through the German invasion.
