A GFI will function  perfectly well with no safety ground involved.

This is exactly true.  A GFI only sees that the same amount of current  
returns on the nuetral than is going out on the hot.  It the difference is  
more 
than 3-6 milliamps the GFI shuts off.  The assumption is that the  missing 
current can be going through YOU!
