Is the DX4 auto-tune like the 87A and PW1?  Comparable in price?  Legal in
USA?

I'd vote for the model with max Pout. After all that's where a HF power amp
is made for.
The 87 has a 3 dB advantage over the PW1. In that respect it might be a good
idea not to limit your choice to those 2 models.

My personal experience with the PW1 and the Emtron DX4 is:

PW1 advantages: see  your list below

DX4 advantages:
Has NO complicated microprocessor controlled circuitry which can break down
Will load into a 1:3 VSWR The two GU84 tubes are cheap and virtually
indestructible Gives approx 8 dB advantage in power gain over PW1

During A/B tests on the air the DX4 won hands down.
I sold the PW1.
