The way I figure it, that is 3200 watts at that point in time.  Sounds  
pretty high to me. That is like 8 amps of RF current.  I guess at some  instant 
in 
time of the envelope the PEP could be much more than 2 times the DC,  I don't 
refute that, but for most of the envelope the power is in the  region of 2 
times.  Peaks are just that, peaks which occur for an instant  compared to the
