The 11 meter band was used for commercial 2-way and radio
control also, but the "I can do anything I want" CB
mentality ruined that also.
The FCC's original intention was good. CB was intended to be
a cheap simple replacement for farmers, service, and others
requiring necessary personal or business communications to
have access to a cheap and easy to license service. When CB
started the only exception to this were people who used CB
as a hobby by building legal CB transceivers.
In the neighborhood where I grew up there were two CB'ers
who both built their own legal 5 watt transceivers and used
callsigns, and three amateur operators. It wasn't until the
70's that CB fell apart and became a gathering place for the
"I can do anything I want" crowd. The FCC's real error was
in assuming people would follow rules. They were used to
that happening and it was a surprise they couldn't deal with
when the morons surfaced in mass.
