Phil and Harold:
I think you two have the best idea of what is going on. In a
nutshell, I think it best to consider the Newington operation as
a publishing house. Unfortunately they seem to be quite sparsely
staffed with people who have the knowledge, interest and time
to go over the submitted stuff. And it is hard to resist publishing
a submission by a fellow who is really enthused about his new
thingamajig, in spite of any design faults, when there are so few
submissions coming in.
