The sealed containers eventually leak. I have come across it many times
myself.

PCBs are carcinogens. They affect the immune system, reproductive system,
nervous system, and endocrine system. Evidence indicates that exposure can
lead to cancer, liver damage, lesions on the skin and eyes, irregular
menstrual cycles, and poor cognitive development in children among other
things. Then there's the 14,000 Japanese that got Yusho disease after
contaminated oil made its way into the chicken feed.

The really nasty thing about PCBs is that they are persistent, meaning that
they don't readily break down, so they stick around a long time, and they
bioaccumulate. It accumulates in your body rather than passing. Then it
leads to birth defects in your children.

Much of this information comes from Wikipedia, and the EPA, but I have known
about this since I first started handling products with PCBs. Manufacturers
knew about the problems with PCBs long before they were banned, and started
advertising "no PCBs" long before it was banned.
