If they hipot somewhere over 5KV but not to at least 9KV it will not work at
4.7KV.
The tube will get the DC voltage + peak RF voltage on its anode.

    Ulf, I run 4200-4400 VDC on the plate with no problems.  All my NOS
tubes hipot somewhere over 5kv (I haven't tried to max one out).  A PE
friend runs 4700 VDC on his 2 x GS35b amp, concensus seems to be 4kw or less
"OK".
