I wouldnt use emery cloth as it is too abrasive even for coin silver
contacts.
I use 2000 grit sand paper as used for wood finishing or autobody work. The
tool is thin blued spring steel and the paper is glued to both sides which
lasts quite awhile before replacing. Since the burnishing tools I had are
pretty worn out and often the wrong size I made up sevral different sizes
and shapes.
For substantial pit removing such as vibrator points a more aggressive 440
to 1000 grit is used.
For the newer micro thin flashed plating contacts a burnishing tool is as
rough as you want to get and maybe 1-3 cleanings is all you will get.
