That's pretty much how I run it.  Actually I tune for about 2KW into the 
dummy load then increase the loading to bring it back to 1500.  The amp 
will run 2500 pep, but running it like this gets me lots of unasked for 
quality signal reports.

As not all rigs of these makes have the problem all they'd have to do is 
show one that doesn't and it'd be lawsuit time.  Tempting as it is I 
don't think they'd dare do it.  They should at least warn "some rigs 
have a leading edge spike and some have poor IMD at maximum power.
