That makes no sense.
4 Joules could be either 4 watts for one second or 1 watt for four seconds
or 1 milliwatt for 4000 seconds or 1 microwatt for 4,000,000 seconds.
Are they worried about dissipating 1 microwatt for 46 days?
Can't be right.
