If that's the case, it would need to be a really bad switch since only 1 mA 
passes through it and the meter.  More likely a multiplier resistor that 
drifted high.

The seller just wrote this:

"I think the problem is in the meter circuit. Even when the meter shows just 
800 volt the amp does 600 watts. We were checking it out today and I don't 
think it needs caps, it might just be the multimeter switch is dirty or bad."
