Carl: With one of the HV bleeders being open, I'd replace all of them. As Jim says, if another opens up, the HV will be unregulated and climb high enough to to all sorts of damage. They are not too pricey. When I was looking for replacements for a Henry Classic console I was working on, I found Allied Electronics with part number L100J20KE for $7.49 each. (c2015). I'm sure they have gone up a bit since then, but it made sense to me to replace them all given their location and important function.
