Hi Jeff,

I was the one who put up the post you refered to. I was of the same 
understanding you were, but when I received the rules from info@arrl.org
(I don't have web access) the rule f regarding mobile outside the u.s.
had gotten truncated in a way the left only the phrase "Canada may be
worked for qso credit only." This confusion led to my question. I know
from the responses I received that more than one other person was confused
on the subject as well. Having re read the article in QST, I'm convinced
your understanding is the correct one.
