W9WI was definitely calling CQ in the DX window. When I asked him to move,
he said that he couldn't find a clear freq above 3800. Then he kept
calling CQ. So it wasn't DX window ignorance on his part. I didn't listen
long enough to hear "the loop". The few times I checked he didn't sound
like he was getting many answers.
