It appears that way at first glance. However recall that "Coordinators have
wide latitude...", and then look back at what coordinators have actually
permitted in the past.
Publicly significant? Well, who other than hams cared or were even aware
about operations such as K5K, K7K, K1B, etc. I guess those DXpeditions must
have been "one time, non-recurring celebrations". Their requests for 1x1
callsigns couldn't have been granted just so a DXpedition would have a
short call sign. ;-)
Given that, requesting K2G for a CQWW expedition may have been completely
in keeping with the established precedents for how the rules governing 1x1
callsigns are applied.
All of this doesn't change the fact that K2G was a poor choice for a
contest call.

We are talking about the DX Contest, right? Where DXCC countries are
multipliers.
To change or not to change the call is personal issue and has nothing to do
with country ID stuff. If the one doesn't want to change his call while
moving, go ahead, use it (according to one's country rules), but please add
"/" and territory or country ID.
Isn't VE3DZ the same country (and zone) as VA3UZ?
But I don't call people from VE2(if I'm in VE2) using my VE3DZ call ang give
them 599 2. In order to do that I have to sign VE3DZ/2, right? Everybody in
the world does this, U.S. guys are the only exception.
If I hear K2G calling CQ TEST - how can I recognize he is in Guam, but not
on Long Island?
I personally can live with that, just don't understand why. Nobody gave any
good reason or explaination for that so far.

How about somebody else's time, not only yours? Isn't it good to respect it
too?
And still - using K2G instead of lets say KH2G won't save you much time if
every second guy had to ask you for your country. :-))
