I don't see that EO6F broke any rules.  If he didn't want to work USA, so
what?  It's only one station and a handful of possible QSO's.  Move on to
someone else.  You aren't going to be able to work every entrant in the
contest during the contest period, anyway.  Crank away on those who WILL
work you.

If his tactics really bother you, play his own game in the future. Refuse
to work him in future contests.
