RULES:

I. INTRODUCTION: On 8 December 1991 in Viskuli, the residence of the
Belarusian Government in Belovezhskaya forest preserve, the leaders of the
Republic of Belarus, Russian Federation and Ukraine have signed the
Agreement on establishment of the Commonwealth of Independent States (CIS).

II. OBJECTIVE: The Scottish-Russian ARS has the honour to invite the radio
amateurs all over the world to participate in the CIS DX Contest. The
objective of the contest is to establish as many contacts as possible
between radio amateurs around the world and radio amateurs in the
Commonwealth of Independent States using the SSB. Everybody can work
everybody for QSO and multiplier credit.
III. BANDS: 80, 40, 20, 15 and 10 m.
IV. TYPE OF COMPETITION: All entrants must operate within the limits of
their chosen category when performing any activity that could impact their
submitted score. All high power categories must not exceed 1000 watts total
output power on any band. Transmitters and receivers must be located within
a 500 meter diameter circle or within the property limits of the station
licensee's address, whichever is greater. All antennas used by the entrant
must be physically connected by wires to the transmitters and receivers used
by the entrant. Only the entrant's callsign can be used to aid the entrant's
score. A different callsign must be used for each CIS DX Contest entry. All
categories of entrants are allowed to use packet and web clusters.
A. Single Operator Categories:

1.       Single Operator - High Power - All Bands (Those stations at which
one performs all of the operating, logging, and spotting functions. Only one
signal is allowed at any one time. The operator may change bands at any
time.)

2.       Single Operator - Low Power - All Bands (Those stations at which
one performs all of the operating, logging, and spotting functions. Only one
signal is allowed at any one time. The operator may change bands at any
time. The output power shall not exceed 100 watts.)

3.       Single Operator - QRP - All Bands (Those stations at which one
performs all of the operating, logging, and spotting functions. Only one
signal is allowed at any one time. The operator may change bands at any
time. The output power shall not exceed 10 watts.)

4.       Single Operator - High Power - Single Band (Those stations at which
one performs all of the operating, logging, and spotting functions. Only one
signal is allowed at any one time. The operator may work on one band only.)

5.       Single Operator - Low Power - Single Band (Those stations at which
one performs all of the operating, logging, and spotting functions. Only one
signal is allowed at any one time. The operator may work on one band only.
The output power shall not exceed 100 watts.)

6.       Single Operator - QRP - Single Band (Those stations at which one
performs all of the operating, logging, and spotting functions. Only one
signal is allowed at any one time. The operator may work on one band only.
The output power shall not exceed 10 watts.)

B. Multi Operator Categories:

1.       Multi Operator - High Power - All Bands - Single Transmitter (Only
one transmitter and one band permitted during any 10-minute period, defined
as starting with the first logged QSO on a band.)

2.       Multi Operator - High Power - All Bands - Multi Transmitter (No
limits to transmitters, but only one signal and running station allowed per
band.)

V. NUMBER EXCHANGE:

CIS stations: signal report plus CIS area code (example for Moscow City - 59
RU11, or Kostanay Region - 59 KZ10).
Non-CIS stations: signal report plus QSO number, starting 001.

VI. POINTS:

CIS stations:

1.       Contacts between stations in the same DXCC country are worth 1
point.

2.       Contacts between stations on the same continent but different DXCC
countries are worth 2 points.

3.       Contacts between stations on different continents are worth 3
points.

Non-CIS stations:

1.       Contacts between stations in the same DXCC country are worth 1
point.

2.       Contacts between stations on the same continent but different DXCC
countries are worth 2 points.

3.       Contacts between stations on different continents are worth 3
points.

4.       Contacts with CIS stations are worth 5 points.

VII. MULTIPLIER: Two types of multiplier will be used.

1.       A multiplier of one for each different DXCC country contacted on
each band.

2.       A multiplier of one for each different CIS area contacted on each
band.

The CIS Areas List, DXCC Countries List and WAC boundaries are standards.
Maritime mobile stations are not the multipliers, but worth 3 points for any
participant.

VIII. SCORING: All stations: the final score is the result of the total QSO
points multiplied by the sum of your CIS area and DXCC country multipliers.

IX. AWARDS: First place certificates will be awarded in each category listed
under Section IV in every participating DXCC country. Special trophies are
available from sponsors. All scores will be published. To be eligible for an
award, a Single Operator station must show a minimum of 12 hours of
operation. Multi-operator stations must operate all 24 hours. A single-band
log is eligible for a single-band award only. If a log contains more than
one band it will be judged as an all-band entry. In DXCC countries where the
returns justify, second and third place awards will be made. All
certificates and plaques will be issued to the licensee of the station used.

X. LOG INSTRUCTIONS: All times must be in UTC. All sent and received
exchanges are to be logged. Indicate CIS area and DXCC country multiplier
only the first time it is worked on each band. Logs must be checked for
duplicate contacts, correct QSO points, and multipliers. We want your
electronic log. The Contest Committee requires an electronic log for any
possible high-scoring log.

1. E-MAIL INSTRUCTION: Please submit your log in the Cabrillo file format
created by all major logging programs. Be sure to put the station callsign
and the mode in the «Subject» line of each message. Your software may
automatically encode your log as an attachment. Submit your log to
srars@srars.org.

2. DISKS INSTRUCTION: Please send your IBM, MS-DOS compatible computer disk.
A disk containing your Cabrillo file may be submitted in lieu of a Paper
Log. Label your disk clearly with your callsign, files included, the mode
(SSB, CW or RTTY), and your category. Name your disk file correctly (for
example - MMØDGR.log).

3. PAPER LOG INSTRUCTION: For paper logs, use a separate sheet for each
band. Each paper log entry must be accompanied by a summary sheet showing
all scoring information, category of competition, and contestant's name and
address in block letters. All paper log entrants are required to submit
cross-check sheets (an alphabetical list of calls worked) for each band on
wich 200 or more contacts were made.

4. ADDITIONAL INSTRUCTION: Electronic submission implies a signed
declaration that all contest rules and regulations for amateur radio in the
country of operation have been observed. Bad QSO penalty: three additional
contacts removed. QRP and Low Power stations must indicate their category on
their summary sheets and state the actual maximum power output used, with a
signed declaration.

XI. DISQUALIFICATION: Violation of amateur radio regulations in the country
of the contestant, or the rules of the contest; unsportsmanlike conduct;
taking credit for excessive unverifiable contacts or unverifiable
multipliers will be deemed sufficient cause for disqualification.
Incorrectly logged calls will be counted as unverifiable contacts. The use
by an entrant of any non-amateur means such as telephones, telegrams,
internet, or the use of packet to solicit contacts during the contest is
unsportsmanlike and the entry is subject to disqualification. Actions and
decisions of the CIS DX Contest Committee are official and final.

XII. DEADLINE: All entries must be postmarked no later than 30 days after
the contest. Indicate SSB, CW or RTTY on the envelope, disk, or e-mail. SSB,
CW and RTTY mailed logs should be sent to the Scottish-Russian ARS, P.O. Box
7469, Glasgow, G42 ØYD, Scotland, U.K.

XIII. SPONSORS: The Scottish-Russian ARS is the general sponsor of the CIS
DX Contest. Any prizes for any categories of the participants are welcome!
Any radio amateur or radio club can act by the official sponsor of the CIS
DX Contest, having offered the prizes in one or more of categories.

XIV. CIS AREAS LIST: Administrative geography concerns itself with the
hierarchy of areas relating to national and local government in the CIS. Two
letter plus two number abbreviations are given to CIS areas. These are used
along with the full name in the list. Click on this link to see the list.
