[CQ-Contest] CQWW Multi-Single Rule

I'm not clear on whether Multi-Singles in CQWW are permitted to have two 
signals on the air simultaneously so long as they otherwise comply with the 
10-minute/mult rule.  This has lockout implications, but I'm sure it's been 
resolved long since -- what's the story?
