This part is entirely incorrect.  In CQWW, contacts 
within the same country are certainly permitted.  You 
just don't get point credit for it.  OTOH, you do get 
multiplier credit (country and zone, as applicable).

We've been discussing this very topic now for the 
better part of a week.
