the bottom of the cube at your living room height, not extending over salt
marshes or open sea, the total home depot cost of the antennas shall not exceed
$100, no design help from Antenna Experts, all antennas must be invisible from
the closest street, and positively NO kirptonite balans (rules set for 160
meter contests)

It sure would. This shows how carefully things have to be worded when
making rules.
Perhaps stating the gain equivalent would be better, i.e. "An antenna
with gain equivalent to a half-wave dipole or a 1/4 wave vertical
worked against ground".
