Just so there is no confusion, I did not use packet. I did not make any
posts nor did I look at any posts. Mal omitted all calls except mine. It
evidently was a blind post TO me, certainly NOT BY ME.

Ward during the contest I was forced, by my body, to give up early.I
connected to my local cluster and could not believe my eyes. Here are
direct. blatant, solicitations in the form of announcements. This is a small
sampling of announcements/solicitations that were made. I have omitted the
calls but will provide them directly to you if you ask..... These are not
'innocent' spots but solicitations. One of these guys was so arrogant as to
brag, near the end, he had made a sweep. There is never any doubt about my
feelings regarding cluster use during contest, here is yet another example
why the cluster needs to either be controlled/policed much better than now
or eliminated completely.

K6LA, I need you on 40meters
spot mb, nl
need KY VT
need VT AND NL
need: VT DE NE WTX
pse spot NNY, PAC, AK, KY, SC

"I did see several cries for NL on the cluster and was tempted to respond"

Um, is it just me or does making a spot with "Please spot [pick what you
need]" or "I need [xxx]" qualify as a solicitation of contacts?

  >From the ARRL Contest General Rules at
  http://www.arrl.org/contests/announcements/rules-all.html:
3.10.The use of non-Amateur Radio means of communication (for example,
Internet or telephone) to solicit a contact (or contacts) during the
contest
  period is not permitted.
That includes U and M class stations in the Sweepstakes.

If I am CQing away and put out a spot with my call and frequency - I'm
  self-spotting. BZZZT!

If I am S&Ping and put out a spot with somebody else's call and frequency,
but I add "need [xxx]" and it has my call as the spotter...the difference
from what is clearly verboten is sliced thinner than high-priced meat at a
  downtown deli.

In my personal opinion - not ARRL policy - those sorts of spots are Not OK
  in any category.
