It's now 20:03 UTC and there are a bunch of guys on 20 meters working SS
QSOs.

Considering the rules clearly state the contest starts at 21:00 UTC, where
does this leave them? Where does it leave the rest of us waiting for the
actual start of the contest?

How about if you are tuning the band and you hear or copy a couple of
stations talking and they mention they just worked VY1JA at 14.005?

VY1JA could spend the entire day at 14.005 so you would never have the
chance to work him.  Good strategy to keep others from getting a sweep.
