It might be a silly rule, but it is a rule. As long as it is stated as a
rule it should be complied with. 4O3A should be DQ'd. It's as simple as
that. If we want to eliminate the RS(T), then get it eliminated from the
rules. Everything else is justification and obfuscation. Do we descend into
the policy of "if I don't like the rule, for whatever reasons-valid or
not-I can ignore it?"
